North Carolina Courts Partner With Libraries To Expand Online Service Access

The North Carolina Judicial Branch has joined forces with the Library of North Carolina. They're getting court service information out to local libraries and education campuses. The partnership distributes "Justice for All | Access for You" campaign materials to help residents tap into online court services from public computers.

The materials give residents one access point. People can search case records, find court dates, make payments, and file documents online in all 100 counties. Libraries and education resource centers will share the courts' URL with a QR Code to help residents who depend on public computers learn about these online tools.

North Carolina launched electronic services for trial courts in Fall 2025. This was to replace paper records that the public couldn't file or search online. The online search tool handles more than 6 million queries each month.

"Public libraries connect people with the information and resources they need, and we appreciate the partnership of the Library of North Carolina to inform the public how to access justice online," said NCAOC Director Ryan Boyce, according to NC Courts.gov.

New Services Coming Statewide

Boyce sent a memo to library directors. He explained that Judicial Branch resources statewide now offer one access point centered on conducting court business online. He served on the State Library Commission from 2014 to 2018.

Library of NC Director Michelle Underhill said the partnership helps residents find important court resources. "Making sure North Carolina residents know where to go online to find and file judicial forms, search court records, and more is crucial," said Underhill. "We are honored to partner and share the resources available through the 'Justice for All | Access for You' program with libraries."

The Library of North Carolina is a Division of the North Carolina Department of Natural and Cultural Resources. It includes Accessible Books and Library Services, Government and Heritage Library, and Library Development. All sections serve individuals or institutions across the state's 100 counties.

Campaign materials are posted in courthouses statewide. There's a handout, a poster, a digital screen graphic for public spaces, and a small card. Each carries the "Justice for All | Access for You" message, QR Code, URL, and Judicial Branch seal.

The public can file, search, or pay online at NCCourts.Gov.
